Normal Deliveries (Leapfrog Group)

The descriptions for this measure come from source:

“Select a hospital with lots of experience and the best results for specific procedures, surgeries or conditions. This is known as Evidence Based Hospital Referral (High risk procedures). Evidence-based hospital referral means making sure that patients with high-risk conditions are treated at hospitals with characteristics shown to be associated with better outcomes.
“Patients can expect the safest possible surgery at hospitals with low mortality rates or high rates of adherence to clinical practices (or processes) known to improve surgical outcomes…. Another important factor related to better surgical outcomes is volume — how many procedures of a given type a hospital performs each year.”
About this measure
The Leapfrog Group scores Normal Delivery care by evaluating several factors: the rate of babies born before full-term, infant screening for jaundice, and preventing blood clots in mothers.  Scores are reported as:
1 = Willing to Report
2 = Some Progress
3 = Substantial Progress
4 = Fully Meets Standards
Note:  In this case, a higher number is better.
